Under the gunmetal gray London sky, a bomb goes off in a crowded marketplace. Multiple surveillance cameras capture the hum of activity just prior to the terror attack. The scattered point of view — which owes heavily to Francis Coppola’s “The Conversation” — opens “Closed Circuit.” The movie soon narrows to a fine point, but this officious, aggravatingly overexplained drama gets more washed out and dull as it goes along.
