Two private consultants accused of siphoning tens of millions of dollars in kickbacks from the scandal-ridden CityTime payroll project were given free rein for years by a top city official, a key witness testified Thursday. That official, Joel Bondy, director of the city’s office of payroll, was supposed to be in charge of overseeing CityTime.
